[NSRCA-discussion] UAS registration

Only disallowed in competition.
Also doesn't anything about your eyes. FAA will say it is your 
obligation to _know_ the actual position of your aircraft.
You already know you are above 400 feet every time you fly a pattern 
plane- therefore you are signing a false statement to the FAA.
