I chose not to agree and clicked on "back" & deleted all my info & logged out.
There is "learn more" link under that section.  The link opens up another page with subject of "What Can I Do With My Small Unmanned Aircraft?"
Hobby/Recreational  Flying.  "Dos" & "Don'ts" without repeating  the flying under 400'.
If FAA really want to enforce the 400',  they better emphasize it. 
Let's  see what AMA comes up with.

Note that it appears you must agree to fly below 400' in order to register.

Out of idle curiosity, how did you find this link?
There seems to be no path to it from   http://www.faa.gov/uas/registration/

Also the link below either doesn't work or can't handle the load.
