http://www.faa.gov/uas/registration/ has a "Register now" button that redirects to https://registermyuas.faa.gov/ 

Note that it appears you must agree to fly below 400' in order to register.

Out of idle curiosity, how did you find this link? 
There seems to be no path to it from http://www.faa.gov/uas/registration/ 

Also the link below either doesn't work or can't handle the load.
