Judges expenses are paid by the organizers, and the organizers are free to choose anyone on the lists the want, not by ranked order. 

To be clear, the lists are also used for other major multi country events. We don't get invited too often to judge because of the travel expense to the organizers. We were asked a year or so ago to send someone to an Asian championship, but no one could go as we were invited late.

The rankings are correct.  Sometimes, the #1 ranked judge cannot make the trip so we move down the list in order until a judge that can attend, accepts.  The accepting judge does not get paid to go nor (I believe) are his expenses covered.  This is on their dime per se.  I could be mistaken but Peter Vogel should be able to clarify that point.

I am not sure and probalby you can explain.  Looks like the rankings and the actual USA judge we selected are not in tune.  As I recall,  you were ranked first at the F3P team selection.  I could be wrong as usual.  Probably this is the reason why Ron is asking the question.
