As I said in the article, FAI uses rankings a year old, so they didn't use 2014 rankings, they used 2013. NSRCA and AMA only submitted a list for F3A in 2013 as we hadn't had any official F3P contests in the US until 2014. FAI chooses to look at F3A and F3P as one list, so they used what we submitted in 2013 for F3A as the list for the recent F3P WC. The WC organizers are free to choose anyone on the list, not by country ranked order.

There was a somewhat heated exchange of email between AMA and FAI over this issue when I was still president. FAI evidently prevailed.

As I explained in my article, the timing of the lists submitted by the countries and when they are approved by the FAI CIAM is off from when they are needed by WC organizers. As a result, unless something changes, any list FAI and the organizers  use for a WC will always be over a year old. Further complicating the situation, and one that AMA stressed, was that  F3P WC judges are supposed to have judged a F3P event within the last 12 months. Apparently that was waived by FAI. Whether it was also waived for non-US judges or not, I don't know.

Fortunately, the 2013 NSRCA/AMA F3A list had fine judges on it, and I'm sure Derek represented us well.

I am not sure and probalby you can explain.  Looks like the rankings and the actual USA judge we selected are not in tune.  As I recall,  you were ranked first at the F3P team selection.  I could be wrong as usual.  Probably this is the reason why Ron is asking the question.
