Vincent - the rulebook that you need is the FAI Sporting Code.  F3P is a section in the Sporting Code.

The judging certification test for F3P is now LIVE on the NSRCA website.  Certification is REQUIRED for all entrants in the Team Trials contest at Akron, 21-23 March 2014 whether or not you are competing in the actual team trials or one of the lower classes.  The test is online, free for NSRCA members, and $5.00 for non-members.  All of the questions are multiple choice. You will have to get an NSRCA website user name and password (you do NOT have to be an NSRCA member to do so).  All contestants will be expected to judge other classes during the event, and F3P Team Trials pilots who do not make the finals on Sunday will be expected to judge the Sunday finals.
