Yes, Setup.exe will do the prerequisites and the app.  

About six months back I switched to doing the build on Windows 8.1.  I hadn't noticed that my environment didn't have the referenced version, but did have the later.  Updating the build configuration broke compatibility with previous versions, so before upgrading to 1.0.4.5, you must uninstall first.
