[NSRCA-discussion] National Ranking System?

National Ranking System is the NATS itself.  I don't think people don't
travel because they don't know where they rank nationally.  I think it
comes down to dollars spent.  Although I can see some benefits, I think it
would be fairly difficult to do this without simply using raw score of
flights flown and compare to others.  That involves another complexity
which is judging.
