It will also depend on how close he can get to his neighbor’s window without them hearing the rotors.  It’s the optical zoom lenses that will get expensive. . .

I have a tricopter setup with a cam pod. A $50 Nikon camera(sale at Best Buy)with HD mem card. This whole setup was less then $300. Depends on how much he wants to spend. Quads with go pro cam can get pricy.
