That is how it was done last year.  Even with the bribe we only got a 37%
response from the pilots.

 

It didn't seem like there was enough interest for the amount of work

Last year it was done after the fact.  I got an e mail offering me a copy of
my pilot analytic (shows your scores and what maneuvers were costing you the
most points) in exchange for filling out the list.   Haven't seen anything
of that yet this year.
