[NSRCA-discussion] NATS Judging

I agree with Derek that it's tough to set a stand alone test that everyone agrees with and that isn't so tough that it discourages participation. 
As time goes by, and the general level of judging gets better (or the downgrades become increasingly common knowledge and well-understood), there will be a need to raise the bar on the certification process and someone will need to put in some hard work to push us to the next level.
