All you need to do as a member is download the certification materials if you don't already have them, and then take the re-certification test.  No need to sign up.

I go to the NSRCA website, log in as a member, pull down from Judging to 
Certification, move right to Sign Up For Certification and click on it, I get a 
Payment Plans page.  There's nowhere to go from there except PayPal. I'm an 
NSRCA member and shouldn't have to pay for it.  So what now? 
 
I'm tempted to forget about taking the AMA judging test and accept the loss of 
my highest scoring Nats flight.
