[NSRCA-discussion] 2012 NATS Update

Jon,
As far as non-NSRCA members are concerned (and solely for future
reference), one does not need to join the NSRCA in order to create a User
ID and password for the site.  That doesn't help "right now" but that part
is not an issue.
