[NSRCA-discussion] Rules change proposals

I think we were busy arguing about weight limits and arming switches :-)

Sorry, I missed it in the 1st-3rd read, only caught item 9 in the "not
allowed" list today and didn't catch the allowed item that said engine.

Honestly though, I think the "spirit" of the rule is clear even with the
word "engine"...
