If you read the section on functions specifically permitted item 5 you
will find:

"Examples of control functions permitted:
1) Control rate or control movement limit devices that are manually
switched by the contestant.
2) Any type of button, dial switch, or lever control that is initiated
and terminated by the contestant.
3) Manually operated switches to couple control functions.
4) Alerts to the pilot through telemetry that provides a safety function
such as out of range battery voltage, current and temperature.
/5) Engine management systems that control RPM directly from throttle
position."/

This is specifically to allow the RPM feedback systems that are coming.
These will connect the transmitter stick position to a motor RPM,
thereby correcting automatically for different batteries or states of
charge. This was added to eliminate any question of legality for RPM
feedback to the ESC.

The item in the disallowed section examples is to disallow full
autothrottle operation that might tie power output to airspeed or other
aircraft performance parameter that could be used for feedback. This
means that you cannot set up the throttle to be an airspeed request and
have a regulated speed regardless of attitude.
