That's because the URL that was sent to you broke into two parts,
like this:

Unless you recognized the breakage, you would only try to
go to the first part of the link:

http://nsrca.us/documents/judging/judgeevaluation/

That is not allowed because we do not allow folks to browse
our folders at will.  You may not be a vandal, but some other
folks out there are.  We prefer to have folks enter the house
through the front door and behave themselves when they are
guests on our site.

If you piece the URL together, you will see that it looks
something like this:

<http://nsrca.us/documents/judging/judgeevaluation/Judge_Evaluation_Method.pdf>

That will work, even if you are not a registered member of the website
or a dues-paying member of the NSRCA (two different levels of
membership and clearance to use the site).
