OK, I've hacked one of the DocMan files (open source rocks!).

It seems to me that the system is now working the way we would
like it to.

Registered users who do not have a current subscription should
be able to view and download one sample K-Factor from 2002.

Paid users who have been promoted to "Author" status should
be able to view or download all of the files currently in
the system.
