Interesting point. Best I can determine G.W. Bush went to Arlington 3 
times on Memrial day out of 8 years. Clinton went 4 of 8 years. Bush I 
appears to not have gone, and Reagan once. So it appears that it is not 
an every year thing for all Presidents.

Obama was at Arlington last year FWIW.
