Lunsford is a good source for Ti capscrews in both inch & metric. http://www.lunsfordracing.com/mm5/merchant.mvc I don't believe that they have threaded rod - I use SS from McMaster, good quality and reasonably lite.
For Al try Fastener Express - neat anodized colors available also. http://www.fastener-express.com/

www.smallparts.com and www.mcmaster.com are good places to start. Unfortunately they don't seem to carry anything smaller than 8-32 in Ti.
