[NSRCA-discussion] PACSS Upgrade

Actually, Gene is correct -- we can maintain our SPA schedules in the 
SPA version of PACSS.  I had forgotten, and was remembering trying to 
enter SPA maneuvers into the 401-409 categories of the original 
version of AMA-PACSS...
