I think that the lists allows attachments.

You could also try logging out of the Forum and then
logging back into the Forum.

By that I mean finding the "logout" button up toward
the top and clicking on it.  It should change into
a login button.

I'm attaching a screen capture to show you where the
logout button is (upper right of screen) and the
login button (bottom right).

I think you've got stale cookies.
