[NSRCA-discussion] Rules Proposals

Posting them on the AMA site allows for a consistent presentation of the change, the logic behind the change, and the impact.  I see no problem in posting them here too, but I think the entire proposal should be posted so the full story is told.  Also, constructive criticism can be more specific as to the wording to change.  Of course we need some way to limit comments to those that actually follow the written rules to begin with :)

    I submitted one and never got a respond.  Looks like is standard procedure

    I submitted three to the AMA and never got a response. I think they're dead
