  One more opinion here-

Point has been made that for the most part we don't have a sandbagging problem -
I think that is generally true. In part because we do have an Advancement process that
is a foundation upon which peer pressure rests. I think not having any system is an over
reaction. I am in favor of adjusting, revising, etc, the advancement system as may be
  helpful.

As AMA District 5 VP, I have just signed one as John describes for a D5 member that wanted to move back to Advanced from Masters. I don’t know of any requests that have been denied by an AMA VP.

I was curious about this procedure last winter and did some research.
The form is obtained from the AMA and is filled out in duplicate.
The requester states his reason for asking to move back.
He then has a CD and his AMA district contest board member sign it.
You can find the contest board member list in the back of every other month's Model Aviation or on the AMA website.
After that it goes to your AMA district VP who forwards both forms on to Muncie after he signs them.
AMA Muncie does not approve, disapprove, grant or deny these request. They only place one copy on file
and return the other copy to the requester.
  Done.
As a CD I would sign anyone's request that was sincere for whatever the reason.
I bet the contest board member would be the same.
The AMA DVP will sign based on the previous recommendations.

...Read section eight of the rule book...

Under current rules you can move up but not down. However, there is a very specific exception that allows one to petition the AMA by submitting a form that, once approved, allows reclassification to a lower class due to various reasons including, but not limited to, disability, breaks from flying, etc...

You know we have a 4 yr sliding scale in effect from the last rules cycle. Has anybody looked at how it has affected oneself in this regard. Just curious. It maybe good enough without makng anymore changes?
