Good idea but would it be better to have pilots earn their right to stay in 
 a class.
If they were in the bottom? Percentage of their class they must move back  
down until they were in the upper? percentage of that class to qualify  to 
move back up. That way moving up would be a reward not a  punishment. And do 
away with the forced move up rules.
