I think you guys are on the wrong track.
The problem (as I read it) is that the rx is already on, but when he turns the TRANSMITTER on, there is a delay before the rx responds.
All the replies I have read thus far (I think) refer to the delay when you turn the RECEIVER on. I can see how a regulator might cause a delay when you turn the receiver on, but it should have nothing to do with a delay when you turn the transmitter on.
The only thing I can think of regarding the transmitter turn-on delay would have to do with possible software version in the transmitter, or possibly whether or not there are other 2.4g transmitters on when you turn on YOUR transmitter (the receiver might be trying to sample the others looking for the right one).
