I'm assuming this is for a YS.  The real question is why?  Do you need 
it to move the CG?  I've found no need otherwise.  I've run with and 
without, and could not tell any difference.  Just more weight.

That being said, just set it up like a normal tank, and use a 
bubbleless clunk in it also.  Run the output of the main tank to the 
vent line of the hopper.
