The list is a great way to to get ideas as to what might be wrong with the engine, but there are a lot of variables. Trying something is a good first start. Better now than the first day of the NATS.

Ron, 
   After talking With Pete Cosky, checking out the regulator is exactly what I plan to do.  I've seen the green gunk before and cleaned it up on other engines.  Think I will do that before we take it out to the field tomorrow.

Before this is done, there will be recommendations to replace everything below
the plug and then put in a new plug.  <BG>

Seriously, the diaphragm could be bad or the plunger could be sticking in the
pressure regulator.   If the diaphragm looks good, it is probably OK.  If you
remove the plunger (paying attention to the orientation of the spring) and find
"green gunk" on the stem, the plunger will stick intermittently. Clean
it.
