I expect the designers (all of them) are trying of the optimum power verses
weight ration. Robust doesn't sell well. I have run into this with modern
two strokes where the quest for more displacement in the same crankcase has
exceeded the bottom end capability to handle the load of a large prop. We
don't always pay in dollars alone.

Some outrunners have problems :-)

Lets not group them all into one category ;-)

IMO it's a lot more effort in design for the OEM to get an outrunner to
compete with an inrunner in the larger sizes, but if they do it the result
is a much more reliable setup.
