Before you come to any conclusions about the capacity, put the pack on a good old-fashioned C/10 charge for 16 hours (in your case, 150ma charge rate). Then discharge using your cycler.

Some cyclers will only charge until they detect a peak, and then switch to a discharge to measure the capacity. The problem is that all the cells in the pack need to be equalized, and you can't do that with a peak detection charger. The cycle feature in my Accucycle Elite acts this way, and this is one thing about it that I don't like. I had a new pack that had similar symptoms as yours when I cycled it using my Accucyle, but after I performed the C/10 charge the pack tested fine.

I will use a peak detect fast charger to top off my batteries, but I still prefer the C/10 charge overnight. The Accucyle will do that, it will fast charge until it detects a peak, then switch to a normal slow charge.
