In a broader sense, all manuevers and manuever elements have lines of equal length before and after the manuever or element, regardless.

  I think you're having issues.  This is the first I saw of this question.  It must not have got through if you asked it before.
  I haven't looked at a rule book in years but I say the rolls are centered on the vertical portion of the uplines.
