A couple of years ago I researched this issue in a preemptive effort to 
avoid noise issues with R/C field neighbors. The gist of most of the regs 
involves the introduction of a relatively low noise level beyond the club's 
property line. Measurements are often time weighted and sometimes relative 
to background levels. The good news is that only the loudest models exceed 
the regs in flight near the boundaries.
