If that was true and accurate Mark we wouldn't be legal flying our patterns the way they are now with most 2 meter planes. We easily bust that height on all flights except the old Novice if flown with an underpowered and overweight bird. 
 
My understanding of where this rumor started a long time ago is ~ if flying in close proximity of a full scale airport it is advisable not to fly above 400 feet as legal aircraft are supposed to stay 500 feet AGL. (Close proximity I believe was inferred at 3 miles).
