Jim,
If you don't need the fuel proofing, I would use the cheapest laquer primer I could find.  I bought a quart at OReilly's for 15-20 bucks and it dries in about 30 minutes or less, down there maybe 3 minutes. Cheap, easy to sand messy, grey.
