[NSRCA-discussion] Exper Class??

To add:  Just to be clear, there already is a process within AMA to 
petition to move back in class.  We had at least one instance last year 
in D5 and we filled out the form and sent it in and the individual 
received their official ok to move back.  The AMA's guidelines are 
rather restrictive, but the process does exist.
