Local utility companies find underground pipes by using a tracer wire that 
would be installed along with the pipe, if it was privately installed they 
probably didn't use a tracer wire in the install.

If the pipe is PVC the best way would be to blow a wire through the pipe and 
charge it with a signal, that signal is tracable with the right equipment, 
such as the local utility uses.

I understand many have used the dowsing method, but it doesn't work for 
everyone.
