No Jay it isn't mandatory after the rules change this year.  
   
  In years past, the plane had to sit, on the runway, without moving forward, hence the reason for running the engine up to clear it out so it would idle slow enough to sit still.
   
  Now the plane can be moving as you call beginning takeoff.  
   
  After landing you can taxi back but many clubs have rules about turning the plane towards the pit/pilots/judges area with the engine running.
   
  Again, safety is the big concern on taxiing back.  Personally had a plane go into failsafe while taxiiing back to the pits, engine went to high idle, hit my friends suburban, tore the stab up did a nice slow arch straight into the concrete so am causious for myself.  Never did find the cause of that crash.
