Setting a max takeoff weight would be fine, BUT you'd have to be sure  
that the airplanes were weighed full of fuel and that could lead to  
new and innovative ways to cheat on weight.  The way the rule is  
written now, contest administrators don't have to make sure the fuel  
tank is empty, because it's to the pilot's advantage to make sure  
it's empty.
