I received a reply from Dave Guerin with regard to frequency control for
practice and how spread spectrum will be controlled.

All spread spectrum radios will be impounded just like everyone else and
each will receive a frequency pin (just like everyone else).  Frequency pins
will be posted at each site for practice based on the next days competition
- so if you will be flying in the AM at site 1 then those pins will be at
site 1, etc.
