Not to quibble (he quibbled) , the two conditions for which the equation was developed were the freezing point and boiling point of water. 0C = 32F and 100C = 212F. -40F or C was a result of the equation, not a criteria in its development.

F=(Cx2) + 30
F=(38x2) + 30
F= 106 = Damn hot!
