the actual conversion is F = (9/5)*C +32.
You can test the conversion factor easilly.
-40F = -40C and 212 F = 100 C. (simultaneous equation solving on those two is how the conversion formula is derived)

F=(Cx2) + 30
F=(38x2) + 30
F= 106 = Damn hot!
