The regulation is short, so read it for yourselves.  If I understand
this correctly, lithium batteries will still be allowed in checked
baggage only if they are installed in electronic devices.  Up to two
spare (not installed) batteries will be allowed in carry-on baggage only
if they are stored in plastic bags.
