The NATS begins at the Intermediate pilot level to assure that the pilot has
the minimum skills necessary to fly safe.  There may be other reasons, but
certainly safety has to be one of the primary reasons.  Also, I doubt that a
true Sportsman would be very comfortable flying at the Intermediate level at
the NATS.  

Anyway, as others have already stated, since Sportsman class isn't offered
at the NATS, a Sportsman pilot could fly at the Intermediate level and then
return to the Sportsman class afterwards.

Does Rule 8.1.1 apply to the Nats?  For instance, a Sportsman pilot goes to
the Nats and flies in Intermediate because Sportsman is not offered.  Can
said pilot go back to Sportsman after the Nats?
