The discussion at the pilots meeting was:

Because of wind, we are going to score Sportsman takeoff/landing 0-10 instead of 0 through 10.

pretty clear to me they weren't saying it was because of the rulebook

  Fred: You stated that you did not fly this year. If it was 2 years ago it was the first year of the 0-10 scoring. I t was a point of discussion at nearly every contest i went to too. Maybe bacause it was a new rule, the CD wanted everyone to be aware. It was NOT deviating from the rule but rather just making sure all were reading from the same page. Sorry you misinterpreted the discussions. Did you ever ask the CD to explain why he was "changing the rule"? If not, why not? That is the reason for having a pilots meeting, so that any questions or concerns can be addressed before the flying starts.

      0 or 10 has been the only score for takeoff and landing for several years now. If you want to quote the rule book make sure you are reading a current one.
