It says in the instructions that it displays what the charger "thinks" is 
the cell count.  If the 109 was ramping up the voltage, you've got a problem 
that you should keep your eye on. It doesn't lock final cell count until it 
switches to stage 2.  It is possible for the charger to select the wrong 
cell count at the extremes you list, that's why you have to confirm the cell 
count and wait for stage 2.  Plus your supposed to also start with the 
current at 0.  That's in bold underlined type.  Lipos don't need to be 
topped off, 3v resting you have a over discharged cell.
