Make sure the clunk is clean and the tube is not
folded in the tank, or pinched somewhere between the
tank and engine. If that is all clear, there might be
gunk in the regulator, the passages are relatively
small. Pull the tube off the carb and turn the engine
over with an electric starter, fuel should flow out of
the tube.
