I suspect it has more to do with the various problems that arise from
overseas commerce.
1. Impossible to verify credit card payment
2. Postal service shipments are lost at a rate of about 40%
3. Courier shipments are impossible to quote properly, both time and cost
4. The customer more often than not complains about high brokerage
fees, high taxes, and high shipping rates
5. After you've shipped 40% of shipments twice, at great cost to the
business, you begin to suspect that all overseas customers are crooks
and just claiming no receipt
