Thanks for all the suggestions. I am kind of disappointed only one buy OS
crack and not one word from the electron crowd.

So far I have replaced the pump plunger and button (?) and diaphragm,
checked valve cover gasket and lapped valve cover flat, replaced fuel lines,
removed carb and barrel blew thru and cleaned passages that I could find.
Still won't run.

I did find the low speed needle would only protrude into the air bleed hole
about 1/32" bottomed out. I compared this needle with one out of another
engine and it is about 1/16" shorter than the one that runs.

If a new low needle doesn't work it's going west.

If you are coming up to Mike Darr's contest I can have
a look at it.  Sounds like there is not enough fuel
getting to it for whatever reason, junk, gunk, dirt,
grass, and or swelled silicone somewhere.
