That looks like a ground-effect type of vehicle. The Russians were working on a troop transport that looked similar to that, it would fly a few feet above the ocean.

  I was browsing some of the japanese pattern pages admiring the detail of their work and come across this thing,,,,,at the bottom of the page.....sure is different looking.
