Officials use a long stick, with one foot pieces attached 90 degrees  
to the stick, 2 meters apart.  The one foot piece at one end of the  
measuring device is placed at the tip of the spinner and, if the  
furthest part of the rudder is inside the one foot piece at the other  
end of the measuring device, the airplane passes.
