Take Off & Landing "Reality of a Contest

Why is this so difficult? It would seem that a reasonable procedure, until
the AMA clarifies a few things, is for the CD to have a short pre-flight
meeting with the contestants and say that "For this contest, we will
interpret the rule this way and you will implement it in this manner."
NASCAR does this all of the time..
